The process begins with filling out Form-B, which serves as the official application for registration and must be signed by the authorized representatives of the organization. Along with this, the original constitution of the NGO is required, ensuring that it clearly defines the objectives, structure, and operational framework of the organization. Every page of the constitution must bear the signatures of at least three office bearers.
Additionally, three copies of CNICs of all office bearers and general body members must be submitted. One set must be attested by a gazetted officer, while the other two should be clear and readable. A list of office bearers is also mandatory, providing details such as their full names, designations (President, Secretary, Treasurer, etc.), mobile numbers, permanent addresses (matching their CNICs), and signatures.
The NGO must also submit the minutes of its first official meeting, with original signatures on every page. Furthermore, an official letterhead should be prepared, including the complete office address, office pad, website (if available), telephone and fax numbers, email address, lease agreement or ownership proof, and a utility bill (if applicable). Proof of a commercial office space is necessary, which can be established through an attested copy of the lease or rent agreement if the premises are rented, or an ownership document if the NGO owns the property.
To ensure compliance with regulatory requirements, an attested copy of the latest IESCO bill must be submitted, verifying that the electricity connection for the office is commercial. If the NGO receives or intends to receive foreign funding, an affidavit declaring this information is also required.
Finally, the registration application must be filed online through the official portal at http://charities.icta.gov.pk. Once the online submission is completed, a hard copy of the final submission (PDF printout) must be provided to the relevant authority for further processing
